Or to make the C4 run well (Plugs, wires, distributor cap & rotor, fuel filter, air filter, gear oil, ATF, diff oil, and fuel filter, along with a full poly bushings kit). A full tuneup would be the most logical decision and is what I'll do, but a nice catback would make the car sound fantastic.

my more serious recommendation: if you'll be DIY'ing save up until you can do both at the same time. Then the car will feel REALLY good, not just better.

That's true. I really don't feel comfortable hitting the road in a car that's older than me without sorting through the basic things, and it's probably best for the car to have it running properly and have new fluids and filters everywhere. Of course, there's always the argument that having a car that yells "get out of the way, Camry" on every downshift is priceless.

I've learned from my mistakes and I will always do things like a tune-up (maintenance) before I do the fun stuff (exhaust/ power mods).

I definitely car about the car too much to be the guy who slaps on a bunch of modifications before preventative maintenance. The temptation can be staved off for now, but I can only hope the bushings and tuneup parts will help the roughness of the engine at low-speeds and unsettled suspension.

Very true! You could always do it piece by piece. Do all the fluids and filters at once, then exhaust, then plugs, bushing kit, etc.

what does unsettled suspension mean exactly?
purely guessing from "unsetteled" I would guess worn out dampers were the problem

Whoops, meant to say easily unsettled. When I got underneath the car, I saw plenty of busted bushings and I figure that could contribute to the general looseness of the car over road imperfections.

I think that's why I always went for the fun purchases before the maintenance. Maintenance didn't always fix what I thought it would and then I'd end up having to spend more money to fix the car further. Then again in my experience my "power" mods weren't done well be the crappy shop I used and I'd have to spend more money and time to fix their mistakes. Losing battle...
